Department of Defense Civilian Credentialing Opportunities On-Line (DOD Civilian COOL) helps federal civilian employees find information on certifications and licenses related to their jobs. Each service branch has different policies regarding funding for civilian employees.

Agencies may pay for expenses for employees to
- obtain professional credentials
- renew professional credentials
- cover expenses for professional accreditation
- state-imposed licenses
- professional licenses
- professional certifications
- examinations to obtain such credentials
This Department of Defense (DOD) initiative creates a recruitment and retention incentive. DOD’s implementing policy provides Component discretion in paying for professional credentials and related expenses.
Army Civilian Training, Education and Development
Training and development of the Army Civilian Corps is required to sustain a mission-ready Army.

Training for Army Civilians is funded through various sources including, but not limited to the following sources:
- Department of Defense Interagency funded training.
- ACTEDS-managed by HQDA to support leader development and functional training.
Command-funded training. Command managed training funds for Army Civilians within their respective commands, irrespective of series or grade.
Installation/locally-funded training. Training that is normally technically/functionally oriented and supported by the individual’s activity.
Requesting, approving and documenting training
The SF 182 is the Army’s official document for requesting, approving and documenting training. The Standard Form (SF) 182 (Authorization Agreement and Certification of Training), will be used to approve, procure, and certify completion and evaluation of training for Army Civilian employees obtained from Federal Government or non-Government facilities. This includes training or education courses, conventions, conferences, symposiums, meetings, workshops, and other events if the primary reason for the activity is to train or develop Army Civilians to meet mission needs.
Authorized training expenses
a) When training is approved in advance, the following expenses may be paid
- All or part of necessary expenses for approved training, including travel and per diem, and transportation to/from the training site in accordance with provisions of Joint Travel Regulations.
- Tuition and matriculation fees; library and laboratory services, purchase or rental of books, materials, and supplies; and other services or facility costs directly related to the training of the employee.
- Membership fees only if the fee is a condition of attending the training.
b) Payment of application fees, registration fees, graduation fees, testing fees, evaluation fees (for example, granting course credit for life experience), is not authorized for ACTEDS funding. Commands or installations may fund these
expenses when approved before the event.
c) Only officials with budget authority may approve the use of appropriated funds or funds otherwise available to the DA to pay expenses for obtaining training courses and/or certificates.

APPROVED FUNDING
Pursuant to 5 USC 4109, funds may be authorized to pay for approved training related to obtaining or maintaining credentials or certifications for a career program employee’s current job position.

Payment for employee credential/certification documents will be conducted on a reimbursable basis, and must be officially approved, via an SF 182, prior to successful receipt of the credential/certification.
There is no special funding provision for this program; the cost of the (credential or certification) repayment will come from the approving activity’s budget and will not be funded with ACTEDS funds.
STUDY MATERIALS
Study materials and training courses are considered approved for funding. There are two comprehensive options to prepare for the certification exam:
- An in-person skill training course for units (Vendor: Pose Tech Corp. Authority DOD 7000.14R, Vol 10 (Ch 12). Contact your unit leader to schedule via our military liaison)
- An online master course for individuals (Vendor: Pose Tech Corp.)
The online master course is also approved for 20 Continuing Education hours for Physical Therapists and Athletic Trainers.

Is there a service obligation?

Continued service agreement
a. In accordance with 5 CFR 410.309, the head of the agency (Army) will establish written procedures which include the minimum requirements for continued service agreements. Army Civilian selected for non-Government training in excess of 40 hours, or Government training/developmental assignments in excess of 160 hours must sign an agreement to continue service in the Department of the Army before training begins. The period of service obligation will be equal to at least three times the length of the training period, at a minimum. Command or career program funding the training may require more time based on associated training costs. Calculation of the continued service obligation period will not include weekends or federal holidays. The obligation period begins on the first duty day following the completion of training, or program of study.
